Special Order and Certification, Authentication, Verification Exemption

As per the pertinent provisions of the Manual of Regulations for Private Higher Education (MORPHE) of the Commission on Higher Education (CHED) on Transnational Education in pursuant to CMO 02 s 2008 and other related policies and laws on education, the Commission exempts Foreign Higher Education Institutions operating in the Philippines, e.g., St. Linus University (SLU), from the issuance of Special Order (SO) and the Certification, Authentication and Verification (CAV) of their transcript of records and diplomas.
The xerox copies of the original transcript of records and diplomas of our students are authenticated instead by stamping the dry seal of the University with the signature(s) of the Head Registrar and/or an authorized (competent) authority. Click the

The MORPHE is the embodiment of the laws of education in the Philippines from the 1987 Constitution, Act No. 2706 as amended by Act No. 3075, Commonwealth Act No. 180, Batas Pambansa Bilang 232, Republic Act No. 7722, Republic Act No. 6728 and other applicable legislations.
The MORPHE was issued through CHED Memorandum Order No. 40. s 2008 for the guidance of the private higher education sector and other stakeholders including students, parents, policy-makers and other governmental and non-governmental agencies.
Guided by the principles adopted by the UNESCO/Council of Europe as stated in the Code of Good Practice in the Provision of Transnational Education (June 2001), the Commission recognizes the Philippine commitments to bilateral, regional and multilateral trade agreements such as the General Agreement on Trade in Services and the ASEAN Framework Agreement on Services.
The Commission also recognizes Article 5 (f) of the 1963 Vienna Convention on Consular Relations regarding the role of the consular offices to act as a notary in the authentication of relevant documents.
Documents issued in one country and intended for use in another country must be "authenticated" or "legalized" in order to be recognized as valid in the foreign country.
The number and type of authentication certificates you will need depend on the nature of the document and whether or not the foreign country is a party to the multilateral treaty on legalization of documents.
If your document is intended for use in a country which is a party to a treaty called the Hague Convention Abolishing the Requirement of Legalization for Foreign Public Documents ("Hague Legalization Convention" HLC), obtaining an Apostille certificate is generally all that is required. A document bearing an Apostille is valid in all of the HLC-countries. An Apostille Certificate is an official certificate issued to documents so they will be recognized in member states without further Legalisation. Typically, the Apostille Certificate is issued by the state from which the document originates although in some cases another state can issue the Apostille. Once a document has had an Apostille Certificate attached to it confirming the authenticity of signatures and seals, it can be presented to any country which recognizes the Apostille. The authority receiving the document should then accept the seals or signatures as true and valid without requesting further evidence or proof. The Hague Apostille Convention prescribes the form below for the Apostille. The certificate will be in the form of a square with sides at least 9 centimeters long: If the country where the document will be used is a not a party to the Hague Legalization Convention (non-HLC-countries), you will need "Embassy (Consular) Legalization." The embassy or consular legalization of official documents is a procedure of confirmation of the validity of originals of official documents or certification of authenticity of signatures of the officials, authorized to certify the signatures on documents, and also the validity of prints of stamps, seals by which the document is fastened. The documents for non-Hague countries are subjected to "chain authentication" in the embassy levels. This can add considerable complexity to the process as all embassies have different procedures and costs. It is also advisable to ask the authority that you intend to present the document to what their exact requirements are.

For non-CHED academic documents, you may order an Apostille - a special notarized document that may be used to have your diploma and transcript of records authenticated by the Authentication Office of the Commonwealth of Dominica, or another country.
Bear in mind that Apostilles certify only the authenticity of the signature of the official who signed the document, the capacity in which that official acts, and where appropriate, the identity of the seal or stamp which the document bears. An apostille does not imply that the contents of the document are correct.
